Government Issues New Bill to Modernise Postal and Courier Sector

The Government has concluded nationwide consultations on the proposed Postal and Courier Services Bill, 2026, marking a significant step towards modernising Zambia's postal and courier industry. The legislation will replace the Postal Services Act of 2009 with a new regulatory framework designed to reflect the rapid growth of digital technology, e-commerce and integrated logistics.

The proposed reforms aim to improve the efficiency of postal and courier services, strengthen consumer protection and encourage greater private sector participation. The Bill will also enhance regulatory oversight while supporting wider access to services, particularly in rural communities through the Universal Access and Service Development Fund.

Speaking at the final consultation in Lusaka, Ministry of Technology and Science Director of Planning and Information Derick Saboi said the sector has evolved far beyond traditional mail delivery and now plays a central role in trade, digital commerce, financial inclusion and national development. He noted that the current legislation no longer reflects technological advances or changing consumer expectations.

The Government expects the new legislation to support investment, stimulate innovation and strengthen Zambia's Digital Transformation Agenda, with stakeholder recommendations now set to inform the final version of the Bill before it is presented for enactment.
