HH Sends Public Gathering Bill back to Parliament

State House has reported that President Hakainde Hichilema has refused to assent to the Public Gathering Bill, referring it back to Parliament.

State House Chief Communications Specialist, Clayson Hamasaka confirmed that President Hichilema said there were significant inconsistencies between the current draft and the established judicial decision.

Mr. Hamasaka said that according to Article 66 (i) (b) of the Constitution, the President sent the Public Gathering Bill back on May 29, 2026, for reconsideration.

He reported that the President stood by the fact all legal reforms must strengthen the nation’s democracy and broaden the freedoms enjoyed by all Zambians.

Mr. Hamasaka said that while there were positive elements in the Bill, the President emphasised the need for the law to be completely aligned with the constitution, especially in regard to the fundamental rights and freedoms guaranteed under Part three of the Republican constitution.

He added that the President is confident that Parliament will give the Bill the further consideration it needs to ensure that once enacted it serves the interest of all citizens to reflect the highest standards of constitutional and democratic governance. This initiative underscores the President’s commitment to finalising legislation that serves the nation.
