Government “Overwhelmed” by Positive Response to Constitution Amendment Process

The Government says it is pleased with the “tremendously overwhelming” response to the work of the Technical Committee on Constitutional Amendments.

Speaking to the media on Thursday, Justice Minister Princess Kasune highlighted the diversity of those making submissions to the committee, including “traditional leaders, civil society, students from different universities and colleges, and of course members of the public who are participating across all provinces.” The technical committee even had to work late into the night to receive physical submissions.

 The first phase of consultations covered five provinces: Central Province, Northern Province, North-Western Province, Eastern Province, and Western Province. The second phase will include the Copperbelt, Luapula, Muchinga, and Southern provinces before finishing in the capital city, Lusaka by 13 November 2025.

 The minister also mentioned some of the traditional leaders who have informed the process. She stated that “in Northern Province, the committee commenced its work with a courtesy call on his Royal Highness Paramount Chief Chitimukulu, Senior Chief Mwamba, and Chief Nkole Mfumu in Kasama.” A further 18 traditional leaders made their submissions in Eastern Province and an overwhelming number in Central Province.

On October 21, 2025, The Government established a Technical Committee on Constitution Amendments to review and benchmark constitutional best practices. Nationwide consultations are now underway to gather public input on critical electoral and governance reforms. These include constituency and ward delimitation to ensure fair representation, and enhanced participation of women, youth, and persons with disabilities in elective positions.

President Hakainde Hichilema emphasised the need for the committee to represent the diverse interests and backgrounds of all Zambians. Kasune highlighted that the through the power of technology regardless of location all Zambians will be able to make virtual submissions.

 Kasune concluded by saying that “this is a one-time opportunity for this generation … to shape what we want to see in our Constitution.”

Given the positive responses so far, the Government is confident that the technical committee is on track to carry out its work according to its mandate.
