AG Welcomes Constitution Committee, Urges Public Participation
Attorney General Mulilo Kabesha has described the Technical Committee appointed by President Hakainde Hichilema to conduct constitutional consultations as perfect in its composition.
Speaking on Diamond TV's COSTA , Kabesha challenged critics who disagree with the appointments to suggest alternative names.
He highlighted the expertise within the committee, including Supreme Court Judge Christopher Mushabati as chairperson, constitutional lawyer Dr Landilani Banda, human rights expert Dr Felicity Kalunga, and lawyer Douglas Tambulukani from Ndola, supported by a team of legal specialists.
The Attorney General called on Zambians to participate in the consultation process by making submissions rather than simply complaining. "A good thing can fail, it's true. But please I want to appeal to the Zambians to take advantage, don't just complain, don't just shoot down something and you don't even want to go and contribute," he said.
Kabesha assured citizens that if the majority oppose the proposed amendments, the Executive will respect that decision. "If the Technical Committee will find that the people don't want this thing to proceed, they will report back and the Executive will say 'fine, we gave it a try, the Zambians said they don't want the alteration of the constitution,' that will be okay," he said.
He noted that under Article 79 of the Constitution, government could have bypassed public consultation entirely and taken amendments directly to Parliament, but chose a consultative approach instead.
Kabesha added that failing to address constitutional issues now would only make it a campaign issue in 2026.
