ZAF Urged to Uphold Justice and Discipline

Attorney General Mulilo Kabesha has called on the Zambia Air Force (ZAF) to foster a culture of dignity, accountability, mutual respect and zero tolerance for abuse in order to strengthen principled leadership.

Mr Kabesha said the defence force forms an integral part of the national justice system, making it essential for commanders to understand and apply the law correctly while promoting dignity and maintaining discipline.

He was speaking in Lusaka today at the official opening of the Zambia Air Force 2026 Formation Commanders' Legal Clinic.

The legal clinic provides a platform for military legal advisers and commanders to discuss legal compliance, risk management, command accountability and the administration of military justice.

Mr Kabesha said the effective administration of military justice not only preserves discipline within the ranks but also strengthens public confidence in national institutions and reinforces Zambia's reputation as a peaceful nation governed by the rule of law.

He stressed that justice within the Zambia Air Force should never be influenced by rank, compromised by favouritism or denied because of an individual's status.

Mr Kabesha added that the Ministry of Justice would continue working closely with the Zambia Air Force through specialised legal training, legal reforms and ongoing support for the military justice system.

Meanwhile, Zambia Air Force Commander Lieutenant General Oscar Nyoni reaffirmed his commitment to ensuring that the development of the legal profession within the Air Force remains a priority.

Lieutenant General Nyoni said the legal clinic reflects the Air Force's commitment to upholding military discipline and the rule of law.

He urged legal practitioners within the Air Force to ensure that military personnel understand that, in addition to being subject to military law, they are also bound by the laws of the Republic of Zambia.

Zambia Air Force Chief of Legal Services Brigadier General Amos Chitembwe said the clinic is designed to equip Formation Commanders with a sound working knowledge of the legal framework governing the Zambia Air Force.

Brigadier General Chitembwe said the training also aims to strengthen a military justice system that delivers fair treatment while maintaining an appropriate balance between discipline and respect for human rights.
