Strengthening Democracy: Zambia Underscores Commitment to Civil Liberties

The Zambian government attributes the recent surge in disinformation to politically motivated actors seeking to destabilise the country and erode national unity. It has urged citizens to remain vigilant and discerning about the information they consume and share.

During an interactive dialogue with the UN Special Rapporteur on Freedom of Opinion and Expression at the 59th Session of the Human Rights Council, Ministry of Justice Permanent Secretary Mwenya Bwalya underscored the escalating severity of disinformation in Zambia. What was once mere rumourmongering, she said, has evolved into a targeted effort to incite ethnic violence and spread societal division.

While acknowledging that the Special Rapporteur’s report recognises the threat posed by disinformation, Bwalya expressed concern that it overlooks the government’s efforts to address the issue. She called for greater recognition of the progress made in expanding civic space, countering misinformation, and upholding the rule of law. According to Bwalya, allegations of human rights violations or shrinking space for public discourse do not reflect the current lived experience in Zambia.

She reaffirmed the government’s commitment to constructive engagement, noting that it welcomes the Special Rapporteur’s report. Since 2021, Zambia has undertaken a series of reforms aimed at restoring democratic institutions and safeguarding fundamental freedoms, which remain central to its governance approach.
