NACOSU Urges Parliament to Fast-Track “Transformative” Bill 7
The National Council for Students Union (NACOSU) has called on Parliament to swiftly enact Bill 7 of 2025, arguing that its provisions would significantly strengthen youth participation in Zambia’s governance system. The Bill is scheduled for its second reading before the National Assembly on Monday, 15 December.
Representing NACOSU, Tracy Jalabani said the organisation views the Constitution of Zambia (Amendment) Bill No. 7 as a landmark reform that could secure greater democratic inclusion for young people. “This bill represents a historic opportunity to deepen democratic participation, ensure youth representation in parliamentary and governance structures, and create constitutional safeguards for generational interests,” she said.
Ms Jalabani delivered the submission on Thursday when a NACOSU delegation appeared before the Parliamentary Select Committee reviewing the proposed amendments. She emphasised that the reforms should be enacted ahead of the 2026 general election to ensure that the changes meaningfully impact future political representation.
NACOSU also expressed strong support for the Bill’s provision introducing mixed-member proportional representation in Parliament, saying the model would create a fairer and more inclusive electoral system for Zambia’s youth and broader civil society.
