State House Challenges Opposition to Identify Bill 7 Concerns

State House has challenged opposition leaders to identify specific clauses in Bill 7 they oppose, following their letter delivered to the President on Tuesday.

In a statement issued today, State House said it has studied the open letter left at its gates by the opposition consortium and calls upon signatories to progress from political grandstanding to genuine engagement.

The Presidency noted that despite its dramatic presentation, the opposition's letter condemns Bill 7 without pointing to even a single problematic clause.

State House contrasted this approach with President Hakainde Hichilema's response to Bill 10, when he identified specific threats to democracy openly and fearlessly.

The statement requests that signatories submit their clause-by-clause objections to Bill 7 by Sunday, December 7, 2025, warning that anything less will only confirm what many citizens already suspect.

"We await clarity on what exactly they oppose. Is it the delimitation provisions that strengthen fair representation and equitable resource distribution? Or is it the Mixed-Member Proportional Representation system that finally opens guaranteed spaces for women, youth, and persons with disabilities?" the statement read.

State House said if objections are real, specific, and constructive, government will give them due consideration and reply. However, if the opposition remains unable to identify a single clause in dispute, Zambians will conclude the letter was about spectacle rather than substance.
